L.A. City News - TOP STORIES on L.A. City Hall Fraud, Waste & Abuse (Part 1 of a Never Ending Series...)

Zuma Dogg has been cranky with L.A. City Hall, recently, more so than ever, since I suffer from a degenerate (as in "progressive") condition.

And as the days turn to weeks; into months; into years...now going on SIX years, Uncle MC Zuma Dogg has luxury of historic perspective -- and the blogging keeps getting more intense and condensed, as time progresses.

Same players in Los Angeles. The people busted by Cuomo in New York, were all working out of Los Angeles and all have ties to the L.A. Mayor.

The scheme was, Wetherly Capital and cronies back Villaraigosa for mayor. Upon election, he appoints Wetherly cronies to LACERS & L.A. Fire & Police pension boards. Appoints Wetherly's attorney as the head of the CRA/LA. And money is funneled into "ALTERNATIVE INVESTMENTS." The City of Los Angeles lost over 25% of the LACERS money over the two year '08 and '09 reporting periods. BILLIONS LOST...A -25% loss of pension money over a two year period. Only to be announced the city was invested in "overly risky, non-investment grade financial instruments and alternative investments," according to the LACERS report to L.A. City Council.

I was told by LA District Attorney Steve Cooley that the information regarding Los Angeles PENSION FRAUD was, "kicked upstairs" to (then) CA Attorney General Jerry Brown. Although NY AG Cuomo obviously did his job; it appears as though AG Brown sat on the information due to the political climate in California as opposed to New York. So perhaps all the information is already sitting in the CA Attorney General's desk.

It was also made known to me by someone who was wearing a plastic LACERS id badge at L.A. City Hall, that Mayor Antonio Villaraiogsa, "twists the arms" of LACERS to invest in his pet projects (real estate and alternative investments/phony LLC's of his cronies like Ron Burkle, et al.) That's the question Los Angeles Mayor Antonio Villaraigosa should be wondering, now that Zuma Dogg has asked the question on his blog that feeds into every search engine on the planet.

So Bill, I think you already know about, "Zuma Dogg," from Los Angeles, CA.

I recently beat the City of Los Angeles in Federal Court, but Dr. Deming would be very disappointed at the degree of quality and productivity when it comes to settling this FEDERAL matter. AND, they think I turned into a sucker-chump pumpkin at the stroke of midnight, sometime last week.

But President Clinton, what is most notable about my journey as a gadfly, once I had to show up at L.A. City Hall to notify the city "on the record" of 1st Amendment violation that were taking place at Venice Beach on the Ocean Front boardwalk, I stumbled up a MASSIVE pension fraud scheme, involving Ron Burkle, Henry Cisneros, Bill Richardson, HUD Workforce Housing, Elliot Broidy, Richard Ziman, Dan Weinstien, Richard Riordan, Richard Alatorre, Wetherly Capital, Christine Essel, Mike Roos, Willie Brown, AEG, CRA/LA, Victor McFarlane, Fabian Nunez, Antonio Villaraigosa...and now possibly Arnold Pussynegger.

If you are interested in reading how it all went down, you already know all about Andrew Cuomo's investigation. Well, it's the SAME SHOE in Los Angeles, CA (home of CalPERS, LACERS, LAFPP [LA Fire & Police Pension], CalSTRS...and I hope I'm not forgetting anything.)

Andrew "went" for it. But CA AG Jerry Brown was quicker to heed MC Hammer's warning and felt the issue was, "too hot, can't touch this," in THIS STATE, as he was preparing to run for Governor. (In California, I guess Brown couldn't indict Democratic Villaraigosa and piss off all the billionaire fundraisers who back these elections.

SO JERRY STAYED SILENT.

Anyway, ZD hardly EVER stays silent. And the thing he is most vocal about is PENSION FRAUD as it relates to the State of California and the City of Los Angeles.

BREAKING NEWS: Last year, then New York Attorney General Andrew Cuomo exposed New York Pension Scandal (Fraud) with guilty pleas or deals struck with Wetherly Capital's Julio Ramirerz, Dan Weinstein, Vicky Shiff; along with the guilty plea of Elliot Broidy.

SORRY KIDDIES: My, oh my...look how things changed over the course of the day. I felt SO good about the course of settlement talks between ZD and City of L.A., I posted THIS tweet, early in the afternoon:

SO FIRST OF ALL, CLEARLY, I was in a good mood -- and feeling good -- and was expecting to not be happy enough, but not INSULTED AND OUTRAGED.

Dear Governor Brown,

First of all, thank you for following me on Twitter!

Secondly, please look into the millions and millions of dollars being wasted on resources, city attorney hours, LAPD time and resources and attorney fees and settlements...all over the matter of DOWD/DOGG vs City of Los Angeles regarding ordiance 42.15 at Venice Beach, CA.

On October 21, 2010, The Honorable Judge Dean D. Pregerson ruled in favor of 12 plaintiffs (all performers protected under 1st Amendment) and placed an injunction on much of the city's illegal and unconstitutional rules on Venice Beach.

Since then, DOWD/DOGG, et al have been negotiating in good faith with the city, without involving attorneys, in an attempt to save money for the city. (Since we already had the injunction, no need to hire attorneys to start making it four or five times more expensive for the city.)

HOWEVER, after recent discussions, as recently as today, I have lost good faith in my negotiations with the city. And at this point, I would urge you to look into the matter, because it really is a most CLASSIC case of fraud, waste and abuse.

They FRAUDULENTLY enforce ILLEGAL law and are BUSTED by a Federal Judge.
The WASTE comes from all the time (five years) the city attorney and council office spent creating and defending this clear loser of an ordinance. Plus, all the time LAPD spends with the city attorney trying to sort it all out. All the enforcement (LAPD SENDS UNDERCOVER STING OPERATIONS to prove people selling a pack of incense for one dollar a pack for "fixing a price."

And the ABUSE comes from the fact that I was told by the mayor's office, "The City of Los Angeles runs the City of Los Angeles, and if you don't like it SUE." And then, how they ABUSED their power by enforcing ILLEGAL LAW IN VIOLATION OF THE CONSTITUTION when they had ample warning on the record that this was the case. And the ABUSE of power in their failure to settle this matter in a timely fashion, because they are embarrassed to have to pay a bunch of low-income people from the beach. (They settle with cronies at the drop of a campaign glass.)

So Jerry, look into it, if possible. Cause I see you are serious about matters in your intent to shut-off community redevelopment money. You are correct in your assessment. Me personally, I think if you shut off the CRA money, it will keep a lot of people out of prison, probably. Cause CRA/LA is CERTAINLY a topic of interest with FEDERAL AUTHORITIES from my understanding, as it relates to pension fraud and relationships of the developers getting the money as they connect to council and the mayor.

Controller Launches Review of Redevelopment Agencies

SACRAMENTO – State Controller John Chiang today announced his auditors were beginning reviews of 18 redevelopment agencies (RDA) across the state in an effort to obtain facts on how RDA funds are used and the extent to which they comply with laws governing their activities.

“The heated debate over whether RDAs are the engines of local economic and job growth or are simply scams providing windfalls to political cronies at the expense of public services has largely been based on anecdotal evidence,” Chiang said. “As lawmakers deliberate the Governor’s proposal to close RDAs and divert those funds to local schools and public safety agencies, I believe it is important to provide factual, empirical information about how these agencies perform and what they bring to the communities they serve.”

The 18 RDAs selected for the reviews represent urban, suburban and rural communities. They are geographically diverse and represent a mix of varying populations. The reviews will look at, among other things, how the RDAs define a “blighted” area, whether they are appropriately paying for low- and moderate-income housing as required by law, whether they are accurately “passing through” payments to schools within their community, and how much RDA officials, board members and employees are being compensated for their services.

To assist lawmakers in their budget debates, the reviews will be completed in early March. The chosen RDAs are as follows:
