EPISODE TWO "PENSION COMMISSIONER FRAUD" MAYOR APPOINTS COMMISSIONERS TO PENSION BOARD, WHO THEN DRIVES LOCAL MUNICIPALITY TO EDGE OF BANKRUPTCY, AS MAYOR IS FORCED TO CUT STAFF, DEPARTMENT BUDGETS AND CITY SERVICES DUE TO "OVERLY-RISKY" PENSION (FRAUD) CRONY WALL STREET AND REAL ESTATE "ALTERNATIVE" INVESTMENTS. (Based on TRUE STORIES and REAL HEADLINES) by Zuma Dogg
Five years ago, City of Los Angeles (City Attorney Office) by ordinance presented by local councilmember/developer puppet; and approved by City Council, had LAPD approach "local cable superstar" (LA Weekly), Zuma Dogg, as he was performing his LIVE act (with an amp & mic), and displaying his homemade T-shirts ("community classic" as described by 70 year old lady, via facebook post, TODAY), and CD/DVDs of his act ("Dear Zuma Dogg, I have followed you for years and I consider you a hero for our country and the people." - Wilmington, NC. Tweeted to ZD, 9/28/11). So ZD (now called, "Venice Guy" for this fictionalized "KINGPIN!" TV script) -- and told Mr. Guy, "we are going to get some donuts. If you are here when we walk back, the other way, and you are still here, you will get a ticket and taken to jail."
Venice Guy went to City Hall, in what he thought would be a one time trip, to let the City Council know, "they had been bamboozled by the City Attorney's office, cause the city attorney made a mistake with this ordinance."
The naive pop culture performer, who was not a political activist, had never been Downtown, except to Staples Center, one time, to see Rolling Stones, cause he won free tickets on local rock station; and had never heard of anything known as "City Council," or how laws were made, REALLY DID THINK, it was a REAL and SIMPLE error/mistake, and NO WAY would a City like L.A. want to be in violation of FEDERAL LAW. (1st $ 4th Amendments of U.S Constitution.)

VENICE GUY ENTERS CITY HALL, FOR THE FIRST TIME, TO ADDRESS CITY COUNCIL ON WHAT HE BELIEVES TO BE A VIOLATION OF FEDERAL LAW, REGARDING NEW LAWS AT VENICE BEACH BOARDWALK. OVER THE WEEKEND, UNDER THE GUISE OF THE NEW ORDINANCE (FOUND TO BE ILLEGAL AND UNCONSTITUTIONAL, AS THE BLOGGER SUSPECTED, BY A REAL FEDERAL JUDGE, IN REAL L.A. CITY LIFE/HISTORY, OCTOBER 2010), LAPD APPROACHED THE PERFORMER (LEGENDARY CABLE TV PERFORMER, VENICE GUY) TO WARN HIM HE COULD GO TO JAIL IF HE DIDN'T STOP PERFORMING THRU HIS AMP, AND IF HE DIDN'T STOP DISPLAYING HIS "COMMUNITY CLASSIC" T-SHIRT! HE LOOKS UP AND ALL AROUND THE BIG MARBLE CITY HALL ROTUNDA, AS HE LOOKS AROUND FOR THE COUNCIL CHAMBER. HE FOLLOWS THE FLOW OF PEOPLE, AND WALKS INTO COUNCIL CHAMBERS FOR THE FIRST TIME. FILLS OUT A CARD, TO GIVE A COMMENT, AS TELEVISED ON LIVE CITY CABLE TV (AND REPEATED THREE MORE TIMES, FOR A TOTAL OF FOUR AIRINGS, PER COMMENT, THROUGHOUT LOS ANGELES CABLE TV). HE IS SEATED. AS HE IS WAITING TO SPEAK, HE HEARS OTHER PEOPLE WHO SHOWED UP TO SPEAK ABOUT THEIR GRIEVANCES WITH THE CITY. AND VENICE GUY IS GETTING AN EDUCATION ON HOW L.A. CITY REALLY PLAYS BALL! (HOW BUSINESS IS DONE IN L.A.)
CUT TO MONTAGE OF 3 YEARS OF CONSECUTIVE ATTENDANCE BY VENICE GUY, WHERE HE SPEAKS AT ALL THREE MEETINGS, EACH WEEK (AGAIN, BROADCAST 12 TIMES, TOTAL, THROUGHOUT THE WEEK, FOR AN ESTIMATED VIEWING CROWD OF 20,000 PER WEEK. CUT INTO THE MONTAGE, A DIVERSE CROWD OF COMMUNITY MEMBERS, INDIVIDUALLY APPROACH VENICE GUY THROUGHOUT THE MEETINGS AND WHISPER IN HIS EAR AND HAND HIM PAPERS, DETAILING MUCH OF THE CORRUPTION BEING PLAGUED UPON CONSTITUENTS.
CUT TO: SPIN OF LA TIMES NEWSPAPER. HEADLINE: FBI PROBE INTO L.A. CITY HALL. IT IS NOW, FIVE YEARS LATER, SINCE VENICE GUY MADE HIS FIRST APPEARANCE AT CITY HALL, AND HAS NOW MADE SEVERAL HUNDRED APPERANCES ON TV, WHERE HE SCREAM FOR FBI INVESTIGATIONS, INTO THE ISSUES HE IS EXPOSING. THEN SPENT FIVE YEARS, IN TANDEM, BLOGGING THE INFORMATION HE WAS EXPOSING ON TV DURING THE COUNCIL MEETINGS.
CUT TO: NOW, AFTER READING LA TIMES HEADLINES OF FBI PROBE INTO WHAT HE WAS CALLING FOR, OVER THE PAST FEW YEARS, AMIDST A WICKED BIPOLAR INDUCED EPISODE (VENICE GUY IS NOW DIAGNOSED, "SSI DISABLED" BY THE STATE DOCTOR, AND THE DOCTOR AND SOCIAL WORKER IS BECOMING MORE AND MORE CONCERNED. AS IS LAPD, AS THEY HAVE BEEN CALLED TO THE BLOGGERS HOME STUDIO, ALONG WITH THE 5150 SQUAD, WHEN THE BLOGGING & TWEETING GETS TOO HOT FOR SOME READERS COMFORT LEVEL. (BLOGGER VENICE GUY NOT ABLE TO CONTROL HIS BIPOLAR, OR BREAK THE CITY HALL ENERGY, AND HAS DEGENERATED INTO A TRUE BORDERLINE-SOCIOPATH, MADMAN, A LA "BATMAN'S" RIDDLER, TWO=FACE, BUT REALLY MORE LIKE, "MR. FREEZE," BECAUSE AS WE WILL FIND OUT WHY IN FUTURE EPISODES (THE FIVE YEARS OF L.A. CITY VIOLATING HIS RIGHTS, FREEDOM OF EXPRESSION (PERFORMING HIS ACT) -- AND BEING DENIED THE INCOME (HE BECAME HOMELESS, AND LIVING ON STREETS/SLEEPING ON SIDEWALKS, WHILE CONTINUING TO APPEAR AT THE THREE TIMES A WEEK COUNCIL MEETINGS, AT 9AM HOUR (VIA BUS) TO TRY TO TWIST COUNCIL'S ARM TO OVERTURN THE ORDINANCE. THEY DIDN'T. AND AFTER FIVE YEARS, AND A FEDERAL RULING IN VENICE GUY'S FAVOR, IS OFF THE RAILS OF THE CRAZY TRAIN. ON THIS DAY, AS HE CAN NO LONGER CONTAIN ALL THE L.A. CITY HALL RICO-RAKCET, CORRUPTION SCHEME IN HIS HEAD. THE LA TIMES HEADLINES, WAS ONE STRAW, TOO MANY, AND VENICE GUY CALLS FBI TO SPILL THE BEANS.
VENICE GUY: TAKES PHONE OUT OF POCKET AS HE WALKS OUTSIDE ONTO SIDEWALK. (NO PHONE RECEPTION INSIDE.) HE PRESSES A CONTACT PRE-SET ON HIS PHONE, AS HE DARTS DOWN THE STREET AT AN ATTENTION GETTING FRENETIC PACE, AS HE WALKS JUST FAR ENOUGH AWAY FROM THE CROWD AND SLIPS INTO THE NEARBY ALLEY STAIR WELL.
CUT TO: AUDIO VOICE OVER ON OTHER END OF PHONE: "Thank you for calling the FBI. If this is a....otherwise, please hold on the line..."
CUT TO VENICE GUY: PRESSES "0" LIKE MADMAN HITTING ELEVATOR BUTTON TOO HARD/TOO MANY TIMES, AGAIN WITH FRENETIC ENERGY.
AGENT (ON PHONE) FBI.
VENICE GUY (VG): Yeeeeeeees, I'm calling about Los Angeles Mayor Ramon and Los Angeles City Pension Fraud. (PAUSES AS THERE IS SILENCE.) Are YOU the person I should start talking to.
AGENT: Go ahead.
VG NOTICES HE SURE HEARS A LOT OF CHATTER OF OTHER PEOPLE IN THE BACKGROUND ON THE OTHER END OF THE PHONE. SOUNDS LIKE A TELEMARKETING PHONE BANK CENTER. PLUS, VG NOTICES AGENT DOESN'T SOUND TOO EXCITED. (THEY ALWAYS SOUND BOARD, UNINTERESTED AND READY TO HANG UP.) VENICE GUY FEELS HE IS THE ONE WITH THE INFORMATION, THEY DO NOT KNOW, AND THEY ARE THE ONES ON THE JOB, AND VENICE GUY IS JUST TRYING TO BREAK ALL THIS LA COUNTY CORRUPTION THOUGHTS IN HIS MIND...AND IS ONLY CALLING CAUSE THE SOCIOPATH, MADMAN, NOW RIDDLEREQUE, SERIOUSLY NEEDS TO VET, TO GET IT OFF HIS MIND, AS HOPEFULLY ENJOY THE REST OF THE DAY, DOING AND THINKING OTHER THINGS, NOT CITY HALL RELATED!
VENICE GUY: Sounds busy, there today. And I know I ain't just calling Domino's Pizza. Do you want to call me back?
FBI: What do you know about the mayor and pension fraud.
VENICE GUY: STANDS UP, CAUSE HE'S GOTTA KINDA GET IT ALL WORKED UP, ONTO THE TOP OF HIS MIND, AND KINDA RANT IT OUT. You hear of Good Wetherly Capital, (NAME ONE), (NAME TWO) and (NAME THREE)?
FBI: What about it. (THEY NEVER CONFIRM, NOR DENY. BUT VG KNOWS, IF THEY LET YOU KEEP TALKING, KEEP IT BRIEF AND KEEP IT COMPELLING. IN PREVIOUS CALLS HE'S ALREADY LEARNED, WHAT THEY ARE MOST LOOKING FOR ARE NAMES OF PEOPLE ACCEPTING BRIBES/PICTURES OF MONEY EXCHANGING HANDS. BUT VG ALWAYS HAS A WAY OF GETTING ON TOP OF THE CONVERSATION AND PAINTING THE PICTURE, THAT MAKES THE PERSON ON OTHER END OF THE PHONE, EITHER MORE EXCITED ABOUT THE ISSUE, OR PERHAPS, NOW CAN'T JUST LET IT GO, UNREPORTED.
VENICE GUY: You know New York Attorney General busted all those people, for pension fraud, in New York. They have never been busted by California Authorities. Now, you work for the FBI. All of those people, live in L.A. Their offices are in L.A. They did the business they were busted in New York for, out of those L.A. offices. Mayor Ramon appointed all of those people to the pension and redevelopment agency commissions, the day he was sworn into office. Then, three years later, the city council chief accountant appeared before council to announce, "we lost billions in overly-risky, non-investment grade, "alternative investments" on Wall Street and real estate investments. Ed Siceniaros' government housing project was the biggest loss for the city's pension fund. And the problem seems to be the mayor's pension packing power, where he gets to appoint four people to the seven member commission, so they always have a majority. And that majority of the mayor's appointed pension commissioners were all busted in New York, only to find out the city lost billions, and is now on brink of bankruptcy, due to "overly-risky, non-investment grade, alternative investments," and you don't think the same thing happened. VENICE GUY: I stumbled upon the issue, as a political gadfly, and insiders eventually fed me insider information. And I found a former consultant to Good Weather Capital, and he exposed the entire scheme and provided background as to all the players. I don't expect any one else to know all of this, because you have many issues, on a wide range of topics to investigate, over a wide territory. I have spent all my time, round the clock researching this and being mentored by the insiders, themselves...

VENICE GUY: GETTING WORKED UP You should understand as an FBI agent. You didn't just decide to pursue a career at Dominos. You must not like what you hear and see. People are pissed. The city is falling apart. People are having fees hiked, new fees and taxes hammered upon them. Only to find out the elected officials wasted and pilfered all the money. Just because you work for the mayor, or a pension commissioner, or councilmember, just because you're working for a paycheck, benefits and pension, doesn't mean you like what you see, when you are typing that memo, or taking notes at that meeting. And, that's when you call Venice Guy. NOW FINALLY HAVING IT ALL OFF HIS MIND, AND EXHAUSTED FROM THE HULK-LIKE ENERGY IT TAKES UNLEASH THE MOMENTUM NEEDED TO BRING IT ALL TO TOP OF MIND AND SPIT IT OUT, IN A QUIT RANT.
