L.A. Superior Court Rules AGAINST Los Angeles Housing Dept on MAJOR Tactic City Uses To Seize Properties (Potential for THOUSANDS of Lawsuits!!!)
It was brought to my attention by the Fair Housing Coalition (FairHousingCoalition.com) that the L.A. City Attorney Office lost a MAJOR, MAJOR case in L.A. Superior Court regarding the Los Angeles Department of Housing (LAHD), which relates to the Building & Saftey Department. (BOTH departments under FBI investigation, among other City Hall departments.)
LAHD told a property owner of a 4-unit residence that it could only be a 2-unit residence; and the building had to be demolished and turned into a 2-unit.
The owner said they could not do that.
In L.A. Superior Court, the Judge said that the LA Housing Department was using and enforcing Building & Safety Department rules, which is a separate department, with ample inspection staff (according to judge) and that was not allowed.
The L.A. City Attorney argued that there has been a long-term understanding (MOU) between LAHD and Building & Safety, that LAHD could enforce B&S rules, to save time and red tape. (FOR ONCE THEY WANT TO BE EFFICIENT, WHEN THE AIM OF THE PROCESS IS TO SEIZE YOUR PROPERTY!)
As you are saying to yourself, the judge also said, "BULLSHIT!" (I'm paraphrasing), and ruled in favor of the Plaintiff (property owner).
The City chose NOT to appeal the decision in appeals court, because, then; it becomes an officially published ruling for ALL to SUE THE HELL OUT OF THE CITY, OVER.
HOWEVER, Zuma H. Parker believes, ANYONE (among the thousands of people who lost their property to the city through this illegal process. since 1999) can now SUE the city, now that legal precedent has been established in L.A. Superior Court.

LAPD ADMITS TO CONSTITUENT WHY COPS CRACK DOWN ON ZUMA DOGG AT VENICE BEACH, BUT NOT ILLEGAL FOOD VENDORS (Hey Villar...It's ON, MUTHERFUCKER!)
NOTICE: CHIEF BECK...ZUMA DOGG IS GONNA DROP AND SMEAR THIS ALL OVER YOUR LAP UNLESS I DON'T SEE WHAT I DON'T WANNA SEE ANYMORE, CAPISHE!
ZD was told by LAPD he couldn't sell his Tshirts, CDs and DVDs along the Venice Beach Ocean Front Walk (Venice Boardwalk). But it was a constitutionally protected activity, and a Federal Judge agreed, issuing an injunction on October 21, 2010, against the corrupt municipality (Aka; City of L.A. "The LOSING Defendant.")
But the first time ZD went back to the beach to perform, after the Federal victory, he was surrounded by a bunch of L.A.'s loserest (LAPD Aka: Ringling Brothers Circus Clown rejects) -- and they start harassing me with a bunch of questions that the Federal Judge would ring their necks over, legally.
HOWEVER, selling food on the boardwalk, always was and always will be ILLEGAL!
But whenever Zuma Dogg asks LAPD to please ask the fruit vendors selling fruit to stop, because it is illegal...they never fulfill the request. Over the weekend, I saw 2 cops on bikes, and pointed out the illegal fruit vendors, who also have "look-out" people STANDING on the business properties' cement walls.
They have look out people, but cops were close by, and they had bikes, and I even named and pointed out the side alley street they could have rolled up through to catch them, before they could start to roll the cart away. (IT'S A BIG CART WITH LOTS OF FRUIT HANGING ALL OVER IT. If cops rolled up on bikes, even in the look out peoples' sight, she couldn't roll away in time.)
The cops seemed to be interested and told me they would check it out.
On my way back, the other way down the boardwalk, about ten minutes later, I see the fruit cart and look out crew, still there. I walk the 200 feet, back over to the cops, who are still standing there on the bikes and say, "Did you talk to them?"
LOSERCOP says, "We went over there to check it out, but didn't see anyone. They must have left."
But I turn my neck and look at them and point, "Look...they're right THERE! See those people standing on the cement wall by that lady with the fruit cart? See?"
The cops says, "Let us do what we have to do." So they walked over to some guy, started asking him questions, then put him in handcuffs. (ANYTHING TO PREVENT MOVING A FRUIT CART, ILLEGALLY SELLING FRUIT, RIGHT IN THE MIDDLE OF THE BOARDWALK!)
I know, you say, "So what, Zuma Dogg?" And you are right, from your perspective. I used to say, "So what, too." I used to not even THINK about it. I would just be happy the fruit, food or ice cream cart was there, and I always like the stuff they sell...and I've been living off that fun, summer food stuff since I was a kid.
BUT THEN LAPD TOLD ME I COULDN'T DO WHAT IS LEGAL???
I BECAME HOMELESS BECAUSE LAPD HAD TO WAKE UP EVERY DAY TO ENFORCE ZUMA DOGG T-SHIRT SALES???
SO EXCUSE ME IF I'M A BIT SENSITIVE TO THIS....
AND NOW I FIND OUT WHY THE COPS WON'T DO FUCKING JACK SH*T ABOUT IT:
BUT ALSO: here's video of these illegal fruit selling morons SCREAMING, "MANGOES, COCONUT, PINEAPPLE...MANGOES, COCONUT, PINEAPPLE...MANGOES, COCONUT, PINEAPPLE," over and over and over and over...RIGHT NEXT TO TWO MUSICIANS who were PERFORMING! So their act is forced to suffer some moron screaming, "MANGOES, COCONUT, PINEAPPLE," over and over throughout their act, even though he could have set up just a little further down, and wouldn't be disruptive to their performance. (He was set up, right next to them, to capitalize on the large crowd that was gathered to watch the PERFORMING!)
[GUESS WHAT...you will NOT believe it, but I am serious: I was contacted by the cello player's partner. LAPD THREATENED TO TAKE AWAY HIS CELLO! (The fruit vendor remains, as he told ZD, "This is my business. I am here all the time." In response to my alerting him that he was breaking the law. Even when I asked if he could just stop shouting for a couple minutes, so I could video this group, you can hear the result of my request.)
To Zuma Dogg via facebook: "ZD, I lost my phone but we are back in Venice and the cops threatened to take his cello away two days ago so were paranoid to play."
So you have some asshole, who shouldn't even be doing what he is doing, AND IT HAD TO BE THERE (even though there was 50 feet, or more, of surrounding space), ruining it for the whole crowd!
Upon a certain constituent filing an oral complain to LAPD about the illegal food vendors. The cop, also sickened by the mayor, and having his hands tied by a racist boss (Villaraiogsa), admitted in disgust, "The Mayor gave us orders to leave them alone, cause they're, 'HIS PEOPLE." (When you are mayor, the whole city is YOUR PEOPLE, Mr. Diversity-Douchebag!)
THAT'S THE FINAL STRAW FOR ZD! Not like we didn't already know this, but once a cop says it aloud, ZUMA DOGG CLAIMS EMINENT DOMAIN OVER ANY 200 FOOT RADIUS HE IS WALKING OR STANDING IN.
ANARCHY RULES...WHEN THE MAYOR SAYS THAT!!! IT MEANS CITY HALL & LAPD IS NO LONGER AN LEGITIMATE ORGANIZATION, BUT A GOON, CRACK-DOWN SQUAD, for a mayor whose city hall is being investigated by the FBI on almost every department and commission appointment he has ever made.
THIS GUY IS GOING AWAY IN HANDCUFFS...OR STEPPING DOWN AS MAYOR AS PART OF A DEAL..SO AGAIN: ZUMA DOGG ANARCHY REINS ON THE STREETS OF L.A. -- AND Y'ALL BETTER STAY THE FUCK OUT OF MY WAY...cause I know WAY too much about the inside gossip of your department. And it would be a HUMILIATING, EMBARRASSING and LONGEST three minute Zuma Dogg public comment IN HISTORY, on TV 35 before your boss Chief Beck and the Police Commission. If not, we'll take it from there, and I might decide to just take, "resisting arrest" charges. Cause at this point, LAPD represents nothing different to me, and so many Venicians, as any other common street-thug/gang member, rollin' up to you on the street. So at this point, I consider it self defense. And you're short on cops anyway. So don't make no big thing...it's just ZD riding his bike. Carry on, losers:

Zuma Dogg's Theory on Why His 2009 Blog Posts on PENSIONGATE Are Getting So Many Views TODAY!

Are ZD's 2009 blog posts providing investigators with information they need to INDICT?]PENSIONGATE UPDATE?: Over the past month, or so, I've notice my old blog posts on PensionGATE (Calpers, LACERS, Wetherly Capital, Elliot Broidy, etc.) has been getting a LOT of page views. These blog posts contain exclusive and detailed information, provided to me by high-level insiders who had direct involvement and knowledge of the players and events that transacted. So what do I attribute the elevated level of page hits on these blog posts?: GOTTA be some investigation going on regarding PensionGATE. Much of the New York stuff has been prosecuted by then AG Andrew Cuomo. And I have always maintained that any pension corruption tactics are tied to California and Los Angeles. The players BUSTED in New York were PEOPLE OUT OF L.A., like Elliot Broidy who plead guilty. And Dan Weinstein and Vicky Shiff of Wetherly Capital who took a deal with Cuomo that put them out of the pension business FOR LIFE. Keep in mind, when Antonio Villaraiogsa took office, the FIRST THING HE DID was appoint Elliot Broidy to the LACERS pension commission -- and appointed Wetherly Capital's longtime attorney as head of the CRA (William H. Jackson). So like Grand Funk Railroad, it's comin' to your town! (At least ZD sees some indications of such based on his blogger stats.)

NOTICE TO CITY OF LOS ANGELES: Plaintiff in Civil Rights Lawsuit To Be Filed Against City Decides on Settlement Amount To End This FEDERAL Matter, In Whole

L.A. Daily Blog has learned that David Saltsburg has announced the amount he is willing to settle his civil rights violations for, versus the City of Los Angeles in his FEDERAL case regarding 1st Amendment violations at Venice Beach and inside City Hall Council Chambers during city council meetings.
On March 25, 2006, Mr. Saltsburg was told he could no longer offer his "Zuma Dogg" T-shirts, DVDs and CDs of his own image and performances. Additionally, he was told he could no longer amplify his performances along the Venice Beach boardwalk.
When the performer who was "harassed" off the beach by LAPD cops who were found by a Federal Court on October 21, 2010 to be enforcing those rules in violation of U.S. FEDERAL law (violation of U.S. Constitution) appeared before L.A. City Council to notify them, on-the-record that they were enforcing rules in violation of Federal law, he was ejected and banned upon numerous occasions for things like calling a councilman, "shady" (who has since then been indicted with 32 counts) -- and for calling council, as a whole, "losers" after commenting on how the city lost BILLIONS of pension money in bogus Wall Street and real estate investments. (Garcetti called it "slanderous.")
After years of pleading with the city to restore Venice Beach to Federal compliance, they refused to settle the matter and only made things more restrictive both on the beach and inside council chambers.
Since the October 21, 2010 ruling by Judge Pregersen in favor of Mr. Saltsburg (along with Matt Dowd, co-plaintiff, with his own set of damages, separate from Mr. Saltsburg, who has since been diagnosed permanently disabled by an L.A. County medical doctor and suffered a prolonged streak of homelessness) has been contacted by the lawyer who sued the city over the way they handled the McArthur Park "May Day" gathering.
And as Saltsburg reflects back on what should be a happy occasion, but only feels more emotional duress over how his life has forever changed and how his quality of life has forever deteriorated and can no longer do many of the things he used to be able to do in order to financially survive:
He has settled upon a reduced amount based on budgetary hard times of only one million dollars. When you tell the story of David Saltsburg, and the civil rights violations inside and outside city hall, and a FEDERAL COURT ruling IN FAVOR of someone now permanently disabled, it's not a $500,000 matter. It's a one million dollar matter. The city should have to pay that much for trying to get away with all of this, and for DOING IT (1st Amendment violations on Venice boardwalk...AND CITY COUNCIL CHAMBERS...AND THE COUNCIL CHAMBERS PART IS EVEN WORSE, IF YOU ASK ME!!!): So it's not $900,000...it's $1 million. (And I already reduced it from $1.5.)
Not saying you have to offer it. But I know the city has a BAD HABIT of being OVERLY-OPTIMISTIC and UNDERLY-REALISTIC. So I just want City Hall to know where they stand on this FEDERAL matter. Dave feels the city should have to pay a million for trying to get away with it, for getting away with it for four and a half years and the way they handled it over those four years and what happened to Dave over those four years...WHEN IT NEVER SHOULD HAVE BEEN...AND MY MOM SHOULD HAVE BEEN VISITING THE SON SHE HAD BEFORE THE CITY OF LOS ANGELES'S TRAMPLING OF THE LAW OF THE LAND! (FUCK YOU CITY HALL...ONE MILLION OR DON'T EVEN CALL ME FOR A MEETING. I'M TOO BUSY LOOKING AT SAILBOATS ACROSS THE OCEAN.)

The clock is ticking on the opportunity for Los Angeles Housing Department Assistant General Manager Roberto Aldape to resign from his position. It's the close of the business day, and it has not been announced that he has "resigned," yet. And more and more information is being forwarded on additional "conflict" allegations. Like using city equipment & personnel (city money) on Villaraigosa's bogus ballot measures. But that's small stuff, compared to what else will be exposed on LIVE TV, during Friday's Los Angeles City Council meeting. The only way to keep it from being exposed LIVE on-the-air, is to have a magical announcement come out before the LA City News reporter leaves for City Hall in the morning. (Once the trip has started, even if the announcement is made, the public comment is still ON!) And it's time to speed things up since people's living conditions and livelihood are at stake. SO IT'S TIME TO DRAG HOUSING CHAIR HERB WESSON & COUNCIL PRESIDENT (AND HOUSING CHAMP) ERIC GARCETTI INTO THE FOLD. (Why NOT? You don't think they're tied?) It's all JUST what City Hall needs as FBI is investigating LA Housing. Hope the reporter gets a last minute "furlough day."

VIDEO: Zuma Dogg Recaps Budget & Finance Committee Meeting on BUDGET (Bankruptcy NOT an option, until we pursue all other options.)
Zuma Dogg reads back his EXTENSIVE NOTES from Monday evening's Budget & Finance Committee Meeting at Van Nuys City Hall with CM Bernard Parks and CAO Miguel Santana and his associate Ray. (Greig Smith was there, but who cares about that dummy.) I'll type the notes up on Tuesday, but here is the VIDEO RECAP of the meeting. THE INFO IS BASICALLY A TRANSCRIPT. I REALLY DID CATCH EVERY DETAIL OF CAO MIGUEL SANTANA IN THIS VIDEO REPORT. I'm sure there will be video posted by someone, plus it will be on TV, but here's an easy way to take in the info.
