STAGED EVENT: Same day a lawsuit is filed against LAPD Chief
Beck for FAKE crime stats -- he announces his (FORCED) retirement.
Mayor Garcetti can't have anything distracting from his presidential hopes.

Based on what I've heard, the question needs to be asked, "Did L.A. Mayor (and U.S. Presidential hopeful) Eric Garcetti instruct LAPD Chief Charlie Beck to release Garcetti's fudged (fake) crime
statistics (that Beck is now being sued over) -- based on Garcetti's shady (fake) math -- to make Garcetti look as though he reduced crime; post Villaraigosa-era spike?"

Will Charlie Beck roll over and make this information public during the lawsuit over the fake crime stats? I believe it won't be done publicly, in court, but look for word to leak that Garcetti provided Beck with the fake accounting on crime -- then instructed him to release those stats.

Beck reports to Garcetti. Do you think Beck would do this behind his boss' back? Or, do you believe it is more likely that the boss instructed his staffer what to do. Beck serves at Garcetti's pleasure and may be fired at any time. But, Eric wants this clean and not be a meanie, so he had Beck retire. You think Charlie wants to cut years off his pension/benefits cause of some dumb lawsuit?

I was speaking with a friend who is an informed activist, for the most part, involved in the community and neighborhood council. And when I mentioned that L.A. city hall is crawlin' with FBI investigators, the reply was, "Really!?!?!" (Had heard and read some stuff on my blog, but isn't really aware of the extent of it and about what issues/departments.)

STORY: Local public access TV personality, Zuma Dogg was told by City Hall he couldn't set up his amp or sell Zuma Dogg shirts, CDs & DVDs at Venice Beach boardwalk, anymore. ZD protested this 1st Amendment violation of the U.S. Constitution inside the chambers of L.A. City Hall, as televised LIVE throughout the city, and created more political backlash against them than any single voice in history -- and woke up the whole city to the fraud, waste and abuse that pushed the city to the edge of bankruptcy. On October 2010, a Federal Judge agreed with Zuma Dogg, who sued the city over this matter, and issued an injunction against the city as they prepare to pay Zuma Dogg for damages.

It's either an Academy Award worthy movie in the right hands or the biggest cable network talk show in television history. (Not second biggest, and biggest by a lot.)

Zuma Dogg's Question For L.A.'s Blogging Budget Activists (Regarding LACERS - City Pension Fund)

[City of Los Angeles announces it's giving an old ambulance away, or spend $50,000 for something nutty=TALK SHOW HOST & BLOGGERS GO NUTS! City announces BILLIONS LOST in shady, "overly-risky, non-investment grade" Wall Street investments that people went to jail over=CRICKETS! (What a bunch of nutty, Jerry Springer audience members these hot air budget bloggers are.)]

In 2007, I started to notice that LACERS (L.A. City Employee Retirement System) had money invested in some shady real estate projects, that I stumbled upon, while researching the "Grand Avenue Project" for an article I wrote for L.A. Weekly.

I've told the story, many times, how upon the discovery (that pension money was being invested in this shady, bogus project that I felt had ZERO chance of getting off the ground), I started to ponder the idea of investing pension money (the most sacred of investment money, that I thought was supposed to be in "safe/non-risky" investments), invested in something so speculative and risky as Grand Ave Project.

Then further investigation, raised further ZD flags, at the same time I became increasingly concerned over the effects that the global economy would be having on Wall Street, in light of "subprime loans" that I felt would be triggering a recession, that I noted would be the worst thing we've seen in our lives, unless you are old enough to remember the Great Depression.

Sure enough, subprime loans triggered a recession, and Wall Street crashed over it all in '08.

We are all aware of the effects that this economic slide has had on not only business, but on municipalities, like the City of Los Angeles.

The bottom seems to have fallen out of the city's budget -- as they have already decimated staff, departments and are seeing the negative results throughout the city in the form of city departments that can't accommodate the city's work load. Things like the city attorney not being able to prosecute cases, mechanics not being able to service emergency response vehicles...and the reduction of services will be felt at a more intense level, next year.

A couple years ago, as the city was first beginning to discuss this economic and budget mess (still not a crisis in the mind of City Council, yet, but time to start getting to the bottom of things and figure it out...again, a couple years ago...and they are still trying to sort it out, this week), the CAO staff was called into council chambers to do what they were trying to avoid at all costs: HAVE A REPORT FROM THE CAO AS TO THE SHAPE OF THE CITY FINANCES ON LIVE TV 35, with the whole city watching, including Zuma Dogg.

What the CAO said was that the reason the city had to take drastic measures, immediately, was because the city lost billions (up to $7 billion) in "overly-risky, non-investment grade Wall Street and real estate investments." (They are called, "Alternative Investments." And Andrew Cuomo threw Julio Ramirez & Elliot Broidy in jail over it and shut down Wetherly Capital FOR LIFE, over the New York State "Alt Investment" scam, RUN BY THE PEOPLE HERE IN L.A., that mayor Antonio Villaraigosa appointed to the LACERS (and other boards) as commissioners. DO YOU THINK NOTHING SHADY HAPPENED IN LOS ANGELES, after losing 20% of the fund in what the city's experts say were lost in "alternative investments?"

THEN, the CAO adds, "And the way the system is set up, the losses have to be covered by the city, out of the general fund." (Unlike YOUR retirement fund, if they LOSE, who cares...the return is guaranteed by YOU and the city taxpayers, right out of the same general fund used for fire, police, trash, roads, parks, libraries, all city staff, all services, all everything.

AND TO REALLY HIT YOU OVER THE HEAD WITH THE IMPACT THESE "ALTERNATIVE INVESTMENT" LOSSES HAD ON THE CITY'S GENERAL FUND...CAN IT BE ANY MORE CLEAR IF I TOLD YOU, a LACERS member told me the mayor twists their arm to invest in "alt investments," and one of the high level CAO's (don't wanna say which one, specifically, for their own good) PERSONALLY TOLD ME, FACE TO FACE, THAT IT IS THESE SHADY ALTERNATIVE INVESTMENTS THAT IS THE REASON WE ARE IN THIS SINKING BUDGET BOAT!!! (It is NOT because of structural, overly-generous payroll and pension that is ALSO an issue...BUT AN ISSUE THAT AFFECTS THE FUTURE. THAT IS NOT WHY WE ARE CUTTING AND REDUCING EVERYTHING....we would still be able to kick that down the road, without much boat rocking....THE REASON IT IS "GO TIME/CRISIS TIME" IS BECAUSE THE 20% LOSS HAS TO BE COVERED OUT OF THE GENERAL FUND!!!!!!!!!!

I did some research on the LACERS web site, and found they did indeed lose -20% of the entire LACERS pension fund in '08-'09, when they promised a +8% return. (OOPS, just a tad off!)

Then, late last year, I was watching a report from the LACERS staff, before council for a discussion, and Tony Perez of LACERS was responding to a consulting report on LACERS practices. He noted that he didn't have a problem with the report, but he took issue with the point, that he even noted other consultants agree, the city is overly-invested in "alternative investments." AGAIN, ALL THE PENSION CONSULTANTS HAVE NOTED THAT THE CITY OF LOS ANGELES IS OVERLY INVESTED IN ALTERNATIVE INVESTMENTS.

Tony Perez of LACERS disagrees. WHAT DOES HISTORY TELL YOU. And if the market "adjusts" again, like it did in '08...and I think we ALL AGREE IT IS DUE FOR AN "ADJUSTMENT," the city will be pulled into bankruptcy like an anvil tossed over a cliff, if the market "adjusts down."

I AM NOT PONTIFICATING ON THIS STUFF...IT IS NOT MY OPINION...I AM ONLY BLOGGING WHAT THE CITY'S LACERS & CAO SAID...ON THE RECORD...ON TV 35.

Ask L.A. Times David Zanhiser. He said, at the bottom of a column, on a slow news Saturday that the reason the city was in this budget crisis was due in large part to the Wall Street loses during the peak of the recession: "When Villaraigosa took office in 2005, public safety pension and retirement healthcare benefits consumed 4.4% of the general fund, which pays for basic services such as police, parks and recreation programs. That figure reached 9% this year and is expected to reach nearly 20% in 2015, budget analysts said."

Much of that growth has been attributed to plummeting investment returns in the city's public safety pension system during the recent recession. - LA TIMES/Feb 2011 (As in all the PENSION FRAUD as blogged by Zuma Dogg in '07, '08 & '09, as it was happening.)

AND IN FEBRUARY 2011 it was announced by the SEC and U.S. Attorney's Office that there is an investigation into California Pension Funds!!! Adding, this is the first time EVER that the SEC is investigating something other than a Wall Street/Fortune 500/Business and the first time they are investigating a state municipality. DO YOU KNOW HOW BAD THAT IS!?!?! FIRST TIME, EVER!!!! OVER THIS ISSUE!!! (Sorry it's not over your neighborhood council rollover funds. If they didn't lose this money in Wall Street, your dumb NC budget wouldn't be an issue.)

So my question is: With so many arm chair budget experts on the blogosphere like Paul Hatfield, Ron Kaye, Jack Humphriville and even mi amigo talk show host Kevin James...

HOW COME YOU ALL REFUSE TO MENTION THIS ISSUE EVEN FOR ONE SECOND, OR EVEN FOR ONE PARAGRAPH? Seems kinda nutty? You'll talk about some $50,000 thing, or even a $500,000 project or $5 million (whatever.) STILL CHUMP CHANGE TO BILLIONS AND BILLIONS THIS ISSUE CONCERNS. [I don't know who wrote this, but thanks for the take. Not too many people in the city could have typed up this analysis. THANKS FOR HELPING WITH THIS INSIGHTFUL CONTENT! ZD]

Dear Mr. Dogg,

I have been following your recent LA City Budget articles, and I wanted to know why the media has not expressed concern over the Proposed Budget which was heard by the City Council on Monday.

Last week Councilmen Parks, Rosendahl, and Smith voted to suspend the hiring of police officers next fiscal year due to the City's financial constraints. I applauded their willingness to stand up and recognize the City's financial situation and take steps to correct a poorly written budget.

Then on Monday, with the exception of Councilman Parks, our City Council fell for the Mayor's lies and half truths and voted to hire officers using the $22 million revenue source the Mayor's Office magically found over the weekend after the Budget and Finance Committee voted to freeze Police hiring; a revenue source which is a one-time fix that will not be available in future fiscal years.

The budget will be adopted next week completely misinterprets the City's current fiscal situation. Both the CAO and the CLA have expressed concern with items in the Proposed Budget, and the Council and the Mayor failed to address those concerns. The City is facing a looming pension system crisis and the Mayor and the Council responded by adding additional positions and salaries to the LAPD, LAFD, and other Departments that cater to their pet projects which places a further burden on a pension system that currently requires hundreds of millions of dollars to remain solvent and will require billions in the coming years. Is it responsible to add $26 million in sworn salaries without having an ongoing revenue source to pay for those salaries?

Is it responsible to layoff 1,200 employees who have devoted their careers to the City after finding $22 million that could be used to avoid layoffs? Are the service cuts associated with 1,200 layoffs offset by the Mayor's desire to hire 480 officers next fiscal year? These are the questions that I would expect the media to address.

The Los Angeles City Charter requires the Mayor and the City Council adopt a balanced budget. The Mayor's Proposed Budget is far from balanced and will lead the City down the path to bankruptcy by the end of next fiscal year. The Public Private Partnership (P3) is a $95 million farce. The ten percent Shared Responsibility and Sacrifice (SRS) cut is a $287 million hole that the Mayor's Office is unable to fill. The Mayor failed to bring union leaders to the table to negotiate pay reductions and furloughs and the Mayor cannot legally implement furloughs without first implementing a City-wide hiring freeze.

Since the Mayor still clings to his goal of hiring 1,000 new officers, the City's leadership will be unable to force labor into taking the 26 mandatory furlough days mentioned by the City Council.

As long as the City continues to hire additional police officers, union leaders will not come forward with concessions that pay for the expansion of the LAPD and further add to the City's pension woes. A Public Records Act request of all of the Mayor's Office's budget preparation documents, especially those related to the early retirement package, the proposed budget cuts and additions, the P3 proposal, and the SRS will shed some light on the Mayor's mistruths and will give readers an intimate knowledge how the Mayor and his staff have mislead the citizens of our proud city.

In the 60's Buffalo Springfield said, "Stop, children what's that sound, everybody look what's going down." Today, Zuma Dogg is saying, "Something BIG is happening here people!"

I'm in Del Mar, CA, right now, interviewing my inside source who used to be on retainer with Wetherly Capital on some pretty big things...until he didn't want to go along with the shadiness, and NOW he is EXPOSING it through Zuma Dogg and LA Daily Blog.

He's showing me all the documents and telling me everything; and a BIG problem is Wetherly's involvement with Gray Davis and Vivendi over a water fund during the 2002 elections when Gray Davis was re-elected.

You may say, "Why should we care about the Gray Davis election, from 2002...it's OVER and he out of office?" The answer is because the politicians DO come and go, but the financial backers remain the same. Usually, the people at the grassroots level do not hear about the things happening in the closed door offices of the skyscrapers where these secret dealings go on. It's a high-jacking of democracy!

So now we have a person who was on retainer, in the meetings, and a main strategist that these people seemed to HAVE to hire, who is giving us insight.

And this guy isn't just anyone...he's quite known at an international level and is the kind of guy who can come up with information to cause a Federal judge to overturn jury awards; and when your multi-million dollar buisness needs you balance sheets to be cleaned up and make all the number work out, so you can make a clean getaway...THIS IS YOUR GO TO GUY.

The reason this guy is spending time with ZD is because he wants the people at the grassroots level to take the ball away from the few who control it and give it back to the people.

Beware Information Regarding City Hall That You Hear on 790 KABC Radio

I just turned on 790 KABC radio this morning, and heard the news guy say that part of Villaraigosa's budget plan that will be announced today is asking for city employees to take a 10% cut in salary.

Oh! I was soooooooo happy, because you can only imagine the acetic post churning in my head, so I ran to the computer to start hammering. I check the internet to double check the details, and see that, "Los Angeles Mayor Antonio Villaraigosa plans to unveil a budget proposal today that calls on nearly every city agency to scale back salary costs by 10% as part of his effort to eliminate a $530-million budget shortfall, officials said Sunday."

THAT IS NOT AT ALL THE SAME AS ASKING EMPLOYEES TO TAKE A 10% PAY CUT.
This on the heels of KABC 790 getting the DWP rate increase story wrong, too, over the weekend. Maybe that's cause Rick Orlov at Daily News didn't explain it properly and maybe the radio news guys just reread the mistake.

Los Angeles Mayor Antonio Villaraigosa plans to unveil a budget proposal today that calls on nearly every city agency to scale back salary costs by 10% as part of his effort to eliminate a $530-million budget shortfall, officials said Sunday. [NOTE: This means a department manager has to cut 10% across the department. Maybe that's by firing people, and NO ONE takes a pay cut.]

The mayor is expected to seek reductions even at the police and fire departments, which traditionally have been shielded from cuts, while moving to merge three other city agencies and find private companies to run city parking garages. [O.K., now Villar's gonna have to head for the hills and he ain't gonna be governor.]

A MESSAGE FROM RON KAYE Regarding SATURDAY MEETING (Solar Measure B)

Everyone:

I'm sure everyone knows about the lawsuit against the "Solar 8" over the Prop. B ballot arguments. I'll be talking about the measure and the legal issues to the L.A. Neighborhood Council Coalition meeting on Saturday at the Hollywood City Hall, 6501 Fountain Ave. and those who are interested in being involved can hang out after the LANCC for an informal meeting of the Saving L.A. Project to discuss strategy for the March 3 election.

This is a great opportunity for us to help make a difference. The way City Hall is treating the community has reached a level of arrogance that is bringing people together from all over the city to work for change.

The LANCC meetings starts at 10 a.m. and I'm supposed to speak along with others about 12:30 p.m. so we should be able to hold our meeting about 2 p.m. or so. It's really just to bat ideas around about strategy and tactics and organizing various groups to get involved.

This solar plan is a fraud. It's not about bringing solar energy to L.A., which gets less than 1 percent of its electricity from the sun because the DWP and its union, the IBEW Local 18, have blocked development of solar energy. Prop. B is nothing but a payoff to the union so we can move forward with green power -- something we all want to see -- but the cost is too high and there's utterly no planning or studies to justify.

Even beyond that, the process of rushing this measure through the City Council in just three week with little or no serious public discussion, excluding Neighborhood Councils and the DWP Commission and keeping critical information secret says a lot about just how bad this measure is.

We owe a huge debt of gratitude to City Attorney candidate Noel Weiss for stepping forward last Saturday to give us legal help in responding to the lawsuit.

Council Unanimously Approves to Turn Former Federal Armory Into a Boyle Heights Youth Service Center

Legacy L.A., a start-up nonprofit, will turn old federal armory into a multi-faceted youth service facility in an effort to reduce gang violence in City’s eastside

LOS ANGELES (Dec. 10, 2008) - The Los Angeles City Council voted unanimously today to approve a 50-year lease between Legacy L.A., a burgeoning nonprofit designed to keep kids in Boyle Heights and Ramona Gardens out of gangs, and the City’s department of Recreation and Parks. Legacy L.A. is championed by Councilmember José Huizar, who grew up in Boyle Heights and continues to live there today with his family. With the help and input of the Ramona Gardens’ community, Legacy L.A. will design and build a multi-faceted Youth Center at the five-acre site of the former federal armory at Hazard Park.“This is a major step in our battle to decrease gang violence in our community,” said Councilmember Huizar, following the 11-0 vote.

“Now instead of housing trucks, the old armory will house children and indoing so, it’ll be a place where dreams come true for kids who desperately need hope. Today we answered that cry. I salute the council, the department of recreation and parks and the mayor’s officefor fully supporting this effort.”Earlier this year, Legacy L.A. received funding from The California Endowment for a needs assessment community study, which was conducted inlarge part by 10 area teenagers who were awarded a fellowship. The teensc onducted an elaborate study of community members to determine what sorts of programs are needed in the area. Legacy L.A. has been selected, along with Violence Intervention Programin Lincoln Heights, Barrio Action Youth & Family Services in El Sereno,to receive funding under Mayor Antonio Villaraigosa’s Gang Reductionand Youth Development program.

Zuma Dogg Uncovers The Problem With LA City's New "Affordable Housing" Ballot Proposition (Part 1)

The problem with this ballot proposition is the same problem with many propositions that you hear about: Voters think they are getting "one thing"; then we find later that the City politicians ended up using the money for something else!

And they alway use good sounding, compassionate causes to try and persuade you into a "yes" vote.

This time they are using the issue of "affordable housing" to try and persuade you into a "yes" vote. Leading you to believe this is needed to provide affordable housing for working families.

However, according to Mayor Villaraigosa's memo to City Council relating to this vote, it says, ""Most notably, the city's projects will not be able to apply for their fair share of funds available through voter-approved $1.2 billion Prop 1C -- Housing and Emergency Shelter Trust Fund."

Voters expected this "Housing and Emergency Shelter" money to be used for "battered women and their children" and to help provide housing for the elderly and disabled.

However, LA Weekly has revealed that money from this "Emergency" fund for battered women, children, elderly and disabled will be going to help pay for the highly subsidized park that is part of Related Cos (and Arab Emirate Family of Dubai) "Grand Avenue Project".

This park, part of the luxury Grand Avenue Project, subsidized with tax breaks, was able to apply for -- and received the money from this fund to pay for this park tied to this luxury commercial project.

So there is an example of the City leading voters to think that this must be passed in order to provide affordable housing for working families. And no one can argue with that. Except if THIS proposition passes, the money for "Emergency Housing and Shelter" will really be going to the park at the Grand Avenue Project. A park that is already heavily subsidied and is backed by the Arab Emirate Royal Family of Dubai.

NOTE: The other problems include this will increase density; is based merely on City "opinion" not "fact" and will end up pushing the elderly out of the way, which is the exact reason these laws (which they now want to change) were created to protect against. (Click here for Part 2)

How To Move Zine's Special Order 40 Revision Motion Away From Jack Weiss And To Council Floor

COUNCIL RULE 54 COULD MOVE ZINE'S MOTION AWAY FROM JACKASS WEISS AND TO THE COUNCIL FLOOR: You have heard of Jamiel's Law (JamielsLaw.com) and the Special Order 40 revision motion filed by Los Angeles City Councilmember Dennis Zine and seconded by CM Greig Smith.

Councilmember Dennis Zine has been complaining publicly (rightfully so) that CM Jackass Weiss (who is running for City Attorney, of all things) will not waive the motion out of his Public Safety Committee.

Last night, a caller on Kevin James' KRLA 870 radio show (9m-11p) felt that something called Item 16 could be invoked which says a motion can be added right away from the floor for the next agenda. THAT IS AN EMERGENCY RULE. And although some will say crime is an emergency, that won't work for this.

HOWEVER ZD DOES GET TO THE BOTTOM OF IT: And it's called Council Rule 54, which some of you already know about. It says that a Councilmember can have a motion moved out of committee and to the council floor. If the motion has been in committee for less than two weeks, Council needs 10 votes to approve. HOWEVER, after it has been in committee for OVER two weeks (which it has), Council only needs a MAJORITY vote to move it out of Jackass Weiss' hooves and to the council floor for debate.

AND HERE'S SOMETHING INTERESTING FROM TODAY'S MEETING:

In the over two years I've been attending meetings, I have never seen the media (TV cameras and radio mics) surrounding a Councilmember in chambers the way they were surrounded by Jan Perry today regarding the "fast food ban."

Forget about the kids and schools, forget about crime, forget about taxes and fees and everything else...

THE BIGGEST STORY I HAVE EVER SEEN BASED ON MEDIA COVERAGE INSIDE COUNCIL CHAMBERS IS JAN PERRY'S FAST FOOD BAN.

SPEAKING OF JACK(ASS) WEISS: Once again was not anywhere to be seen during the council meeting, even though his name was on the "roll" and "yes" votes were flying through.

So I call Jack Weiss' office on my cell phone and say (in deep, authoritative voice), "Is Jack there?"

And the receptionist pauses for a second and says, "Who should I say is calling?"

EXCUSE ME!?!?! WHY DON'T YOU JUST ADMIT HE WAS INDEED IN HIS OFFICE DURING THE COUNCIL MEETING!!!

IF HE WASN'T...WHY WOULD YOU BE ASKING WHO YOU SHOULD TELL HIM IS CALLING? Were you going to walk downstairs and tell him?

So ZD says, "Tell him it's Wendy and his attendance is requested at the council meeting." (Clearly I wasn't Wendy, but the receptionist got the gist) because Jackass came strolling into chambers in about the time it would take to walk down the hall, into the elevator and into chambers.

WHAT AN F-ING JACKASS!

Someone should file a complaint and check the City Hall security cameras for the past five months and I wonder if you see Jack walking to his office and back. And check the phone records of his cell phone and office phone and see the activity during the Council meeting -- then check it against money that is donated to one pompous Jackass. IT CALLED ILLEGAL PHONE SOLICITATION -- AND I HOPE IT ISN'T BEING DONE, BUT IT SURE SEEMS LIKE IT IS!
