Informed Citizen Homework: Read Posts About Current L.A. City Hall FBI Investigations (LONG LIST!) & Illegal Fruit Vendors @ Venice Going to MEDIA!

I was speaking with a friend who is an informed activist, for the most part, involved in the community and neighborhood council. And when I mentioned that L.A. city hall is crawlin' with FBI investigators, the reply was, "Really!?!?!" (Had heard and read some stuff on my blog, but isn't really aware of the extent of it and about what issues/departments.)

[I was contacted by the music partner of the guy playing this cello. LAPD threatened to take the cello. Says, "Now scared to perform on boardwalk." The fruit vendors remain. This illegal fruit vendor told ZD, "I am here all the time. This is my business." Tell that to the stores/restaurants selling food, being taxed by the city on the other side of the beach, while you shout over the performers -- when you are NOT allowed to be there, by law...and by law, THEY ARE! That's YOUR L.A. Mayor Antonio Villaraigosa!]

LAPD cop admitted in frustration, the reason no illegal food vending crackdown by LAPD is because @Villaragiosa gave orders not to bother, "his people" on that.

Dear Governor Brown,

First of all, thank you for following me on Twitter!

Secondly, please look into the millions and millions of dollars being wasted on resources, city attorney hours, LAPD time and resources and attorney fees and settlements...all over the matter of DOWD/DOGG vs City of Los Angeles regarding ordiance 42.15 at Venice Beach, CA.

On October 21, 2010, The Honorable Judge Dean D. Pregerson ruled in favor of 12 plaintiffs (all performers protected under 1st Amendment) and placed an injunction on much of the city's illegal and unconstitutional rules on Venice Beach.

Since then, DOWD/DOGG, et al have been negotiating in good faith with the city, without involving attorneys, in an attempt to save money for the city. (Since we already had the injunction, no need to hire attorneys to start making it four or five times more expensive for the city.)

HOWEVER, after recent discussions, as recently as today, I have lost good faith in my negotiations with the city. And at this point, I would urge you to look into the matter, because it really is a most CLASSIC case of fraud, waste and abuse.

They FRAUDULENTLY enforce ILLEGAL law and are BUSTED by a Federal Judge.
The WASTE comes from all the time (five years) the city attorney and council office spent creating and defending this clear loser of an ordinance. Plus, all the time LAPD spends with the city attorney trying to sort it all out. All the enforcement (LAPD SENDS UNDERCOVER STING OPERATIONS to prove people selling a pack of incense for one dollar a pack for "fixing a price."

And the ABUSE comes from the fact that I was told by the mayor's office, "The City of Los Angeles runs the City of Los Angeles, and if you don't like it SUE." And then, how they ABUSED their power by enforcing ILLEGAL LAW IN VIOLATION OF THE CONSTITUTION when they had ample warning on the record that this was the case. And the ABUSE of power in their failure to settle this matter in a timely fashion, because they are embarrassed to have to pay a bunch of low-income people from the beach. (They settle with cronies at the drop of a campaign glass.)

So Jerry, look into it, if possible. Cause I see you are serious about matters in your intent to shut-off community redevelopment money. You are correct in your assessment. Me personally, I think if you shut off the CRA money, it will keep a lot of people out of prison, probably. Cause CRA/LA is CERTAINLY a topic of interest with FEDERAL AUTHORITIES from my understanding, as it relates to pension fraud and relationships of the developers getting the money as they connect to council and the mayor.

LAPD losing ground on Venice Beach Boardwalk To Zuma Dogg & Matt Dowd...MAJOR DEFEAT FOR LAPD @ BOARDWALK THIS MORNING...HA HA HA HA HA HA, HA!

LAPD...DID ZUMA DOGG'S BLOGGING BITCH-SLAP STING? YOU SEEMED TO HAVE CHANGED YOUR TONE AND PROCESS, AS OF THIS MORNING....DID I NOT WARN YOU. TOO FUCKING BAD FOR YOU, NOW. NOW YOU HAVE PLENTY OF TIME TO "POUND SAND." (There is plenty around at Venice Beach if you need help finding some.)

HA HA...LAPD had to call their Seargent AT HOME -- in the 8 AM hour on SUNDAY...cause you dumb, vindictive, hostile clowns couldn't handle Matt Dowd on your own. (YOU ARE TOO INFERIOR AND LOW DOWN ON THE RANKS IN THIS CITY'S POLITICAL INFLUENCE LADDER. And looks like the Sarge is, too! WHY NOT JUST KEEP WALKING? What could be so fucking important in Matt Dowd's boardwalk space when deciding on how to allocate your precious LAPD resources?)

Looks like Zuma Dogg's blogging efforts finally put LAPD in their place, this morning as they are caught POWERLESS TO ENFORCE THEIR 9AM SET-UP RULE.

They have a rule at Venice Beach that you cannot set up before 9am on the boardwalk.

BUT, as you know, Zuma Dogg has been complaining the city is writing tickets and enforcing for things they have not posted signs for.

So today, when Matt Dowd decided to pretend like it was actually America and set up in a space at 8:30am...some other people waiting until 9am complained to LAPD and they sent out a cop to the scene of the alleged crime.

UNFORTUNATELY, Zuma Dogg had to TEACH LAPD how things are done in the United States of America under the U.S. Constitution:

So the cop had to tell everyone...SORRY, they couldn't do shit about Mr. Dowd being set up in the space before 9am, since the city didn't have the signs posted and had to drive away in powerless-defeat and Mr. Dowd remained set up in the 8a hour.

YOU'RE LOSING YOUR AUTHORITY, LAPD. DID I NOT TELL YOU DOWD/DOGG NOW CALL THE SHOTS? (And City Hall just seems to LOVE US so much, they do not want to settle to get us out of the way for you. Oh well...I got nothing but time until the city chooses to settle!)

WELL, isn't THAT interesting...because you sure have been preventing Zuma Dogg and others from setting up before 9am -- even though signs were not posted.

SO LOOKS LIKE I HAVE MORE DAMAGES...AND LOOKS LIKE YOU HAVE LEARNED YOUR LESSON....

And that lesson is that you are tired from lessons by Zuma Dogg on his blog.

NOW GO FIGHT SOME CRIME YOU DEFEATED, STUBBORN, AN INTELLECTUALLY INFERIOR LAPD JERK-OFFS! I told you to start using common sense and to drop the vindictive-prick routine. DID I NOT? Sorry you are too stubborn, hostile, vindictive, small-minded, emotionally weak and dumb to realize who you were fucking with? You mistook my "warm and fuzzy" friendliness for softness amidst multiple warnings...you didn't change your approach -- I DECIDED I HAD ENOUGH...AND NOW YOU LOST EVERYTHING! CITY OF LOS ANGELES just bought ZUMA DOGG a LIFETIME PASS as City Hall & LAPD Gadfly (Settlement Date Just Passed!)

Zuma Dogg has always told the city (un-officially) that I walked into City Hall over Venice Beach and when the matter is settled, I'll walk off into the Malibu sunset and move to Agoura Hills. (Malibu is on the way to Agoura, if you take PCH.)

IN OTHER WORDS...with a settlement check, I would, hopefully, pick up the pieces of my life over the past five years and carry-on with my PRE-Venice Beach Ordinance/City Hall activist life. (DJ gigs, producing videos, and the ability to perhaps launch some projects with the settlement money....NOT WAKE UP AND DRIVE DOWNTOWN TO THE CITY COUNCIL MEETING and torture myself listening to Janice Hahn honk her honker.)

Now, city hall has NEVER asked that of ZD...AND, any time I have mentioned that to them (in hopes of exciting them about getting to a settlement, sooner than later) -- they have been quick to fire back a response of, "We would never ask you to stop going to city hall or ask you to stop expressing your 1st Amendment rights."

I'd reply, "I'm not wearing a wire or recording this call...you don't have to say that...I'm just saying, 'I would HOPE I would carry on with my life and not continue being a gadfly', once my Venice issue was settled." (I did my time...time to move on.)

BUT...that deadline has passed.

I don't like the pace that this whole settlement process is moving at.

SO TIME IS UP...NO MATTER HOW MUCH THE CHECK IS FOR...AND NO MATTER WHEN IT IS CUT:

ZUMA DOGG WILL NOT BE RETIRING FOR ACTIVISM...instead...it will be the "other" option: A PISSED OFF ZUMA DOGG WITH MONEY TO SPEND FIGHTING CITY HALL!

Welp, looks like were gonna be FAMILY! ZD IS HERE TO STAY. And any settlement money at this point will be used to allow me to continue as a city activist (City Council/LAPD), except with food and gas and energy and money to print up fliers, newspapers and take out ads.

IT'S JUST THE WAY YOU WANTED IT TO WORK OUT. SORRY YOU MISSED THE DEADLINE.

Free speech is FREE, once again at the world-famous Venice Beach boardwalk. A Federal Judge ruled on October 21, 2010, which placed an injunction on the City of Los Angeles' ban of amplified sound on the boardwalk. And you no longer need to register with the city and pay money for a permit to express your 1st Amendment Free Speech. PLUS, the lottery has been thrown out, where anyone who wanted a space on the boardwalk, had to show up on Tuesday morning and enter a lottery. Of course the city sold UNLIMITED number of permits, for a VERY LIMITED amount of space. (Especially for performers who want to amplify sound.)

TRUE, this does set the city back years and years...WORSE than square one. Because can you imagine the insanity that will now ensue, once everyone finds out you don't need a permit, don't have to show up for a lottery and are allowed to set up your amps, anywhere you want along the Venice Beach boardwalk.

I can't speak for Matt Dowd, co-victor in the FEDERAL LAWSUIT vs The City of Los Angeles over First Amendment violations at Venice Beach (Ocean Front Walk/Boardwalk), but based on what Tennie Peirce got for one scoop of dog food, compared to what the dogg has been through, these past four and half years, since two cops told me, "If you don't turn it down, we'll just get ya on something else..." -- and all the homelessness and degenerate conditions that ensued, including having a county doctor recently diagnose me as "disabled" and I have to take prescription medication to keep from possibly taking my own life (that includes visits by LAPD to ZD's door over the fear for his life) --

Any pain or pressure Zuma Dogg has brought L.A. City Hall (Villaraigosa & City Council) is due, 100% ENTIRELY to the Venice Beach ordinance they tried to bamboozle upon Dowd/Dogg, failing to realize the legalese dream team was smarter and better than anyone in Nuch's office. Zuma Dogg versus The City of Los Angeles (Over Three and a Half Year Venice Beach Boardwalk Battle) City BETTING BIG, once again with losing hand

Looks like it's Dogg vs City of Los Angeles and this is nothing personal Nuch. (Click here for previous post on City Attorney's meeting with Dowd/Dogg/Venice Performers, where Zuma Dogg doesn't think the City Attorney knows enough for the city's own fiscal good on this matter.)

This is previous City Attorney Rocky Delgadildo's mess and hopefully NUCH will be able to come in for the save as relief pitcher for L.A. City and it's general fund.

The law is on the Venice PERFORMERS side. THE CITY BLEW IT, AS WITH DISPENSARIES, BILLBOARDS, PENSION MONEY AND EVERYTHING ELSE...AND WE ARE SIMPLY DRIVING A SUBWAY TO THE SEA THROUGH THE HOLES!

DELGADILLO AND CITY COUNCIL JUST SAT THERE FOR THREE AND A HALF YEARS AND MADE ONE MISTAKE AFTER ANOTHER AND WERE ARROGANT, AND COCKY, AND DUMB, AND DIDN'T LISTEN TO US, AND WE HAD TO SHOW UP FOR THREE AND A HALF YEARS, AND YOU VIOLATED THE FIRST AMENDMENT EVERY DAY OF THE YEAR AT VENICE AND AT CITY HALL...

AND I THINK ZUMA DOGG TOOK AS MANY MEASURES TO REMEDY THE SITUATION AS HE WAS HUMANLY ABLE TO, DAY AFTER DAY, AFTER DAY, UNTIL IT WAS OVER THREE YEARS...AND I HAD TO PUT YOU TO SHAME ON A DAY TO DAY BASIS IN HOPES OF THE CITY FINALLY "FIXING" THE FUCKING BOARDWALK -- AND YOU PAID CAROL SOBEL AND ACLU OVER THE SAME THING -- BUT YOU STIFFED HUNT/DOWD, and now you have fucked it up so bad, and made performer's lawsuits SO EASY...it would be irresponsible of me not to finally take care of this situation in court with a Federal Judge since it is becoming increasingly more dangerous and people have to be able to earn a living in that area that the United States Constitution allows them to. (Villaragiosa isn't President/Dictator of the United States, yet. And he's in no position to FUCK with the Federal Government's LAW based on his own municipal mafiosa-style thuggery.)

This FIRST AMENDMENT LAWSUIT, that is NOT about commercial vending, also includes BROWN ACT VIOLATIONS at the Los Angeles City Council meetings (NUMEROUS) along with the Venice Beach Performers violations. Matt Dowd is currently filing a move for injunction at Venice Beach which would put a hold on any regulations and allow and "anything goes" scenario on the boardwalk. And when the Judge sees how the city has handled this matter, and actually REMOVED performers spaces -- while at the same time selling unlimited amounts of permits to performers (racketeering), the injunction will be issued.

And with a Grand Jury investigating L.A. City Council (over what is to believed to be over "public comment," and District Attorney Steve Cooley having a "Brown Act" meeting as he casually mentioned on Kevin James radio show, last night...I THINK IT'S CLEAR ZUMA DOGG HAS HAD HIS FIRST AMENDMENT RIGHTS VIOLATED BY ANY COURT STANDARD. There are enough "no brainer," clear cut, outrageous violations to force the city to declare bankruptcy, to avoid the payments. (They've already racked up $470,000 on Hunt/Dowd...it's getting more expensive and there are 12 people on this lawsuit and if Dowd/Dogg win...EVERY OTHER PERFORMER WILL BE ABLE TO SUE...AND THAT'S WHEN THE CITY FALLS INTO SINK HOLE LIKE A FIRE TRUCK IN L.A. CITY AND HAS TO FILE FOR BANKRUPTCY PROTECTION. I know, I know...I'm always WAY out there on the doomsday stuff and how bad it will be...if only it didn't all come true. This is obvious and easy stuff...low hanging fruit. That's the magic of Dowd/Dogg. It's easy to do when you are the only two people with sight amongst a horseshoe full of the blind. (It's almost unfair of us.)

I'm going to ask Nuch to have Dowd/Dogg into his office to actually explain the real situation because, no offense to Nuch's attorney on the case, he's a nice guy, but after listening to him speak in a meeting, yesterday, it's clear he only has a surface level, insufficient amount of knowledge of the situation for the city's own good. NUCH, YOU ARE WALKING INTO A BUZZ SAW...you should have Dowd/Dogg explain it to you, and THEN you can make an informed decision. You ain't getting one from your side. And if you don't settle -- and take it to court...IT'S CLEAR...WE WIN...L.A. City LOSES...and then EVERY OTHER PERFORMER YOU HAVE EVER SOLD A PERMIT TO CAN SUE. (And Matt will be there to notify everyone and hand them the template...HELL, Matt will file the lawsuits FOR them.)

So sorry I'm cranky at times as a side effect of broken homelessness as too many people tell me how fantastic my efforts have been. I DON'T WANT TO HEAR THAT ANYMORE IF I AM DYING ON THE STREETS. I DON'T CARE THAT YOU ARE SITTING AT HOME ENJOYING ZUMA DOGG ON TV LIKE A SPORTING EVENT OR DAILY REALITY SHOW.

At the end of the day, the city can't afford to lose millions and millions and millions of dollars because they don't like our tone.

YOU JUST HAVE TO LIVE WITH IT AS YOU HAVE FOR THE PAST THREE AND A HALF YEARS AS WE CONTINUE TO PUMMEL YOUR ASS IN THE MEDIA AND COURT OF PUBLIC OPINION. NOW THE PEOPLE WHO HAVE BEEN RIGHT EVERY STEP OF THE WAY WILL PUMMEL L.A. CITY'S ASS IN A FEDERAL COURT ONCE AGAIN. And LA Times can run the headlines, "Venice Vagrants Beat L.A. City In Federal Court as City Pays Millions To Homeless Performers." Now THAT'S what Zuma Dogg calls, "spreading the wealth around."

It's the battle of the top two political figures and camera hogs in Koreatown for a press conference with news and TV camera in attendance to cover the event.

In this exclusive undercover ZumaCam video, you can see Zuma Dogg unveil his new "Zuma Dogg For Mayor '09" for Los Angeles Mayor Antonio Villaraigosa as Zuma asks for the mayor's support.

Antonio couldn't help but be amused (as I was hoping for). Then after I let him know that ZD noticed a nice scaling back of the "Special Event Fee Waivers" over the past three council meetings, the second-runner/incumbent mayor suggests taking a picture with the public advocate/constituent magnet Zuma Dogg (as seen on City TV 35 more than some Councilmembers).



I've been pretty hard on the mayor in my blogging and public comments, so I decided not to make it worse, when it was easy for me to take a moment to ham it up on camera with the mayor for the ABC 7 cameras and the rest of the press pool. (Hope everyone enjoyed the moment.)
